Areas such as insurance underwriting and public health policy creation view risk within layers.

For proper analysis, risk has two primary considerations: probability of event occurrence and severity of damage if the event occurs. 📊

This is one of the many reasons why the chihuahua argument fails.

Even if it is shown that chihuahuas are more likely to bite, other dogs kill more people every year than all other breeds combined.

Even if it is shown that other dogs are less likely to bite than chihuahuas, the severity of damage is far more severe when they do, which is a significant part of risk analysis for preventable lifestyle choices such as which dog to own as a pet.

Our entire society runs on a fuller risk analysis, not simply incidence rates. Our 👮 laws on violent crime, sentencing for offenders of all crimes, morality and ethics, safety regulations, food safety, the medical system and more all look at severity of outcome in addition to probability of occurrence.

An event with a low severity occurring frequently is not the same risk as an event with high severity occurring infrequently.

ESPECIALLY when the event is:

Unnecessary to live
Optional/additional, not automatically present in homes
Can be mitigated by making different choices
Can be fully prevented

Dog maulings and fatal attacks match every one of these:

Owning a dog with a high severity outcome is NOT necessary to life.
Owning a dog is an optional choice that doesn’t automatically occur in a home.
The severity of risk can be altered by the type of dog chosen.
And the severe outcome and be fully prevented.

When someone tries to deflect to probability of occurrence, they are gaslighting you.

Probability of occurrence does not fully address the actual lethal risk and is not the complete calculation used in public health policies.
